A legacy of growth, innovation, and international leadership

The group’s origins trace back to 1991, when Mr Carlos de Menezes Falcão founded Títulos Lusitanos – a Portuguese company created to raise capital and invest in the Government’s privatisation programme. Mr José Verdelho joined in 1993. During the 1990s, Títulos Lusitanos acquired stakes in several companies privatised under this programme. A notable investment occurred in the privatisation of Banco Totta & Açores, then a leading private bank in Portugal. In 1994 and 1995, alongside Banco Santander, Títulos Lusitanos held around 50% of the banking and non-banking financial subsidiaries, amounting to an investment of approximately USD 1 billion.

These holdings provided extensive expertise in banking and financial services, paving the way for expansion into software and communications for insurance and banking.
In the late 1990s, the shareholders strategically entered the Angolan market. Over the last two decades, Títulos Lusitanos and related entities have regularly advised the Angolan Ministry of Finance, Ministry of Public Works, National Bank of Angola, Sonangol, and others. Their services include drafting legislation, shaping the Angolan stock market framework, designing regulations for investment funds and vehicles, and advising on restructuring the state-owned banking sector and pension systems.

Growing the Business

Expansion into Facilities Management and Financial Services

2006

The Group identified a new business opportunity in integrated facilities management for buildings and infrastructure. This led to the creation of Atlantic Facilities Management – Prestação de Serviços em Edifícios Urbanos, S.A. (“AFM”), an Angolan company specialising in facilities management services.

2009

AFM was awarded the integrated operations contract for the Torres Atlântico development, a Class A high-rise on Luanda’s seafront, exclusively occupied by Sonangol, ExxonMobil, and BP. Since then, AFM has consistently delivered high-quality services to clients in the oil and gas sector. The company has also been approached by other industry players and Angolan governmental entities for proposals on integrated management solutions and service expansion.

2012

AFM International Limited was established in Malta to consolidate the shareholders’ existing interests and expand into international markets. The company focuses on Europe, Africa, and the Middle East, where Group entities provide integrated facilities management and financial services, leveraging broad cross-sector expertise developed at an international level.

2014

The Group further expanded into the Middle East, establishing a consultancy firm within the Dubai International Financial Centre (DIFC). The business rapidly evolved, and in 2016, Harbour Wealth Management was licensed by the Dubai Financial Services Authority (DFSA) to offer asset management services. Based in the DIFC—a strategic global financial hub—Harbour Wealth Management now serves a global client base with a comprehensive range of financial services.

Founders

Mr Carlos Manuel de Souza de Menezes Falcão

Graduated in Law from the Faculty of Law of the University of Lisbon in 1973. He began his legal career advising international clients in the financial, insurance, and oil sectors. In 1991, he founded Títulos Lusitanos to provide executive consultancy services and develop investment projects within the scope of the Portuguese Government’s privatisation programme.
He currently serves as Chairman of the Group and leads its operations and strategic development, particularly in Angola. There, he has overseen the implementation of various projects and provided executive management services to major international entities, including ExxonMobil, BP, Total, BAI, and Sonangol.
Mr Falcão also chairs the boards of several companies operating in Angola, primarily engaged in infrastructure management, logistics, engineering services for the oil industry, and high-level advisory services.

Mr José Francisco Figueira Verdelho

In 1989, Mr. José Francisco Verdelho graduated with a bachelor’s in law from the University of Lisbon, and in 1990, he obtained the diploma of Advanced European Studies from the College of Europe in Bruges. Mr. Verdelho began his professional career in the international tax department at Ernst & Young and served as member of the legal staff in the Portuguese government. He lectured Law in several Universities. Since the mid 90’s, Mr. Verdelho and Mr. Menezes Falcão have intervened in numerous international transactions and investments involving public and private entities across the world. Additionally, Mr. Verdelho holds senior management positions in several companies.

Atlantic Facilities Management Limited is a limited liability company incorporated under the laws of the Isle of Man. It provides integrated facilities management services for office and residential spaces, working in consortium with Group affiliates.
It also manages sourcing, procurement, data management, and acquisition of key resources globally, directly or via specialised third parties.

Europe – Portugal

Títulos Lusitanos, operates as a holding and consultancy company, providing support and project financing for investments. Investments during the 1990s built solid expertise in banking and financial services, leading to expansion into software and communications for insurance and banking sectors.

Africa – Angola

Atlantic Facilities Management delivers integrated facilities management services across office, residential, and retail buildings in Angola. With a Group presence of almost 30 years in the Angolan market, the company operates 45 service lines with over 250 employees, focusing largely on the oil and gas sector but also serving banking, finance, and retail clients.

Asia – United Arab Emirates

Harbour Wealth Management, fully owned by AFM International Limited, is based in the DIFC and regulated by the DFSA as a prudential category 3A firm for asset management services.
With an international reach and tailored private banking services, Harbour offers global account consolidation and custody management.
